The mouse options are in the control panel...

The tabs on the Mouse properties basically just help you configure your mouse. You can determine the primary and secondary buttons, double click speed etc. There's a new feature on here called clicklock that enables you to drag without holding down the mouse button.
Pretty nifty if you ask me...
You also have tabs where you can configure your pointers, deal with the behaviour of the wheel and configure the different types of mice (hardware tab).
