Can not shut down properly after using an USB device

My computer using Vista has a problem.

If I don't insert any USB device (Flash disk,HDD..) while the PC are woking, there is no problem, i.e ny PC can shut down normally.

When I insert a Flash memory for using. then remove it. After clicking on shutdown icon on desktop, the blue screen appears with memory dump, Windows can not shudown properly.

On other way, my PC works properly with no USB device inserted.

I think there is a error on Vista system.
Please help me to solve the problem
