Windows Vista Update

CANNOT ACCESS SECURE WEBSITES!

I recently bought a new computer with Windows Vista Home Premium and any time I try to access secure websites like email and ebay I receive a error message from Internet Explorer 7 saying that it cannot display the web page.

What am I doing wrong? I tried a lot of possible solutions from other forums like deleting history etc. resetting internet explorer setting to default, making sure SSL and TSL are checked...........I tried it all but with NO SUCCESS...PLEASE HELP!!!!!!!!! Thanks!
