I have the exact same problem and have worked with two HP techs and two microsoft techs to date. Nothing they have offered has worked--nor have the lengthy code entry tasks on the black screen that microsoft tech center posted on the message boards.
It is not a matter of going to the microsoft site an manually downloading. It won't work. And even when the update repair tool was installed, it still didn't work.
I have the VISTA 64 bit Home Premium system on an HP computer and wonder how much is related to HP and how much is just part of "Mojave" experience.
