How do I get rid of the blue spinning circle of death?

I have a 5 month old Dell Inspiron 530 with Windows Vista Home Premium.

All of the sudden it will quit responding and a blue spinning circle will appear, as if it is thinking. However the circle never goes away.

We discovered yesterday that if you hit ctrl/alt/delete and choose the lock computer option, then immediately unlock the computer when you get back to your desktop it will respond for a few seconds or for an action or two.

You can get on the internet. This only seems to occur in the windows explorer "mode".

How in the world do I fix this?
