Changing UI language

If you're using Windows Vista Ultimate edition, you can go to the Windows Update Control Panel applet, check for updates, and then download the appropriate language pack. If you are using another edition of Windows Vista, search the Microsoft website for Language Interface Packs (LIPs and download the appropriate language. By the way, all this information is found in the Windows Help and Support application.
