Missing Pictures folder

My laptop is Aspire, and my father took all his files into a external hard drive which is a lot.

When I got the laptop, the Pictures folder is missing. It doesn't open.

When I click on Properties, there is nothing written on it. I don't know what I happened and I can't seem to get it back.

Because of this, my acer crystal web cam doesn't save pictures because the Pictures folder is "missing".

It's in the start menu and all, but when I click it to open, it doesn't.
