outlook 2007

I have bought Compaq laptop with Vista Business installed, I have Outlook 2007 mail program.

Just recently I right clicked on a photo and went "Send to"- "Mail recipient"- "Attach" and it tried to open new email but nothing came up.

I then tried to open Outlook and it wouldn't open so rebooted and could then open outlook.

I then left outlook open, right clicked same photo as before and again went "Send to" - "Mail Recipient" - "Attach" and new email page opened this time with photo attached and ready to send.

Is there a way to fix this so I can right click a file and attach to mail recipient and it will open new mail without me already having outlook open, hope someone can help,
