USB Energy meter programming eye

I purchased my a laptop which was preloaded with Windows Vista Basic.

I cannot use my USB eye to do programming of my energy meters, although it worked fine with Windows XP.

PLEASE HELP I NEED DESPERATELY NEED THE DRIVER!!!!!!!!!!!!!!
