MS can't be expected to provide device drivers for every possible piece of hardware out there.

Is this Vista 64 or Vista 32? If 64, did you verify your hardware's compatibility BEFORE upgrading? Toshiba could be using a NIC that doesn't have a vendor supported 64 bit driver.

Check with Toshiba re: updates and drivers.
