Vista errors upon booting

Upon booting Vista, I instantly get an error stating Windows Explorer experienced a problem and needs to restart.

This does it repeatedly. While this is going on, I cannot click or open anything. This also happens in safe mode.

I also cannot shut the system down unless I remove the battery.

Yesterday, I re-installed Vista and completed all Windows updates and successfully installed Norton 360 and ran scans.

After about 10 minutes of the laptop being idle, it happens again. The laptop is a HP, about 5 months old (and it's not a cheepo).

Anyone experiencing this issue or know someone who has. I am not a computer genius, but know my way around. I have no idea whats going on...
