This fix worked for me.
THANK GOD! - I was desperate.

I had a slight problem following the directions after the UNZIP stage, because I didn't realize how to use task manager to do it.

Eventually I got it to work.

My question is "What caused this problem in the first place?" As far as I could tell, I did nothing unusual to cause this problem.

Pointing Out Operator Errors

The reason that you are having problems with your laptop is not due to Microsoft's Windows Vista or any other faulty issue with Microsofy or Dell. The problem you are having is an operator error. Sometimes operators of things just don't really understand how they work. And they are too wrapped up into just expecting things to operate perfectly on their own, that they immediately want to blame their issues on the product itself, as in this case, you are wanting to blame the problems you are having on the Vista OS. This is wrong! I suggest that in order to fix your frustrating problem, your first step towards this is to look in the mirror, and right there is your error. Once you do that, then I am very sure that the problem will be fixed shortly after, especially if after doing that, you get someone else to show you how to actually use Windows Vista and/or your computer. Download a file to modify the registry
Download and run a file to modify the registry. To do this follow these steps.

1. Visit the following Microsoft Web site:
http://download.microsoft.com/download/c/8/3/c83b06ac-17bc-4677-9f9c-5a3701bc61b2/MSKB946758.exe (http://download.microsoft.com/download/c/8/3/c83b06ac-17bc-4677-9f9c-5a3701bc61b2/mskb946758.exe)
2. Download the MSKB946758.exe file. Save the file to the desktop.
3. Double-click the MSKB946758.exe file, accept the Microsoft Software License Terms, and then unzip the file to the desktop.
4. Right-click the "Familysafety critical update_explorer crash.reg" file, select Open with, and then click Registry Editor. If you are prompted for an administrator password or for a confirmation User Account Control permission, type the password, or click Continue.
5. When you will receive a message that asks whether you are sure that you want to add the information to the registry, click Yes.
