Windows Vista Update

Vista won't log on most of the time, and when it does, won't let me open anything

For the past week, every time I try to start my computer, if I can get to the log-in screen, I am able to log on.

Once I do so, it either never gets to my desktop, or if it does on the rare occasion, I cannot open any programs.

The mouse icon just turns into a revolving circle until I get so frustrated that I turn it off.
