why windows vista Safty Removal hardware don't remove hardware?

each time i plug my external hard disk i use safty removal hardware to remove my external hard disk and it is always said that windows can not remove it because there is an open file.. as i know i did close everything and finish working with my external hard disk!!!!

why don't you make that (Safty Removal hardware) close all open files and programs related to external hard disk?????

it would be easy and fast because i will not use it until if i realy want to plug my external hard disk out.

i think windows use background process that connected to the external hard disk.

you need to fix that.
